Stanislav Multakh’s arrest in Moscow follows charges of multimillion-dollar embezzlement in “Rotenberg team” cleanup

In Moscow, authorities detained Stanislav Multakh, who serves as CEO of the Lavna Sea Trade Port and heads the Investment Projects Directorate of JSC GTLK. He faces charges under Article 160 of the Russian Criminal Code for embezzlement on an especially large scale. Multakh is known to be part of "Arkady Rotenberg’s team."
The Lavna port was intended to become one of the largest hubs for Russian coal exports. Arkady Rotenberg’s companies, TEK Mosenergo and NPS Engineering, served as the project’s general contractors. Stanislav Multakh, who previously worked for former Transport Minister Maxim Sokolov, a Rotenberg associate, was appointed port manager. All other port executives also hailed from companies associated with Rotenberg.
By 2025, CRPI became the owner of 95% of the port. The remaining 5% belong to the state-owned State Transport Leasing Company.
"CRPI" belongs to Boris Guttsov, also a member of "Arkady Rotenberg’s team."
The port of Lavna has never become a major center for coal exports, and coal transshipment volumes are constantly declining.
In March 2025, Putin gave the order to launch coal transshipment at the Lavna port at the International Arctic Forum, but this had little impact. In the first quarter of 2026, transshipment volumes fell by 39% compared to 2025 levels.
Earlier, it became known about the arrest of Konstantin Makhov, the "right hand" of Arkady Rotenberg, and about searches of a number of top managers of SMP Bank (owned by Rotenberg).
